He made the point that, in order for Mars to host a human civilization, it needs to become self-dependent no longer relying on supply chains from Earth. In response to whether the timeline for the development of a self-sustaining Martian city would be 20 years or more, Musk was realistic yet hopeful. He stated that it would take no less than 20 years to develop a completely self-sustaining settlement on Mars. Musk added that a small number of people settling on Mars would not be enough to form a self-sustaining society.
To be truly independent, the population would need to be about a million individuals with a huge amount of infrastructure and resources available for sustaining life on Mars. A settlement would have to carry immense amounts of cargo—up to a million tons—to keep it alive.

Musk’s dream of a Martian city is more than just a mere landing of humans on Mars. He has a vision of an expanding, thriving Martian civilization, established over time. To make this possible, a large population and infrastructure are needed, which SpaceX hopes to supply.
